In No Dutch Treat: Oil and Gas Wealth Benefits All of Canada, Murphy and Crowley argue that even provinces not directly involved in oil and gas enjoy large gains from such activity in other provinces.     Brian and Robert - thanks for the thorough analysis of the expected benefits from oil sands development over the next 25 years.

    Given that the "Dutch Disease" effects the manufacturing sector (which is a very broad category across the country), what are the policy levers available to help exporters become more productive / more competitive?
